We sometimes get a message that a download didn't download everything, and that it is missing tiles at higher zoom levels.
First, ensure that you are viewing the same map package that you stored the tiles.
Second, make sure that you are viewing the same location where you made this download.
To do this, go to Download History, find the download you made and choose "Mark". You may find that the tiles that are missing were not in the rectangle you specified.
When we do a download, we download all the tiles that overlap the rectangle(s) you mark for every zoom level.
We do *not* promise that the tiles we download will line up exactly with all the previous zoom levels.
There is no way to explain this without some pictures.
Let's say you mark an area at level 10 for download. After the download, you see this at level 10. Notice the center mark (+) which is next to the download.
If you zoom into level 12 and 13, this is what you see. Does it seem like some area is missing? But as you can see, the tiles intersecting the rectangle have been downloaded.

Because this doesn't cover the exact same area as the download does at level 10, it can be easy to think that it is missing some tiles. However, you can see that it is covering the area as marked for download.
